What do I wear for my speech?

Okay, so I have a speech for my midterm on monday, I have to dress up. No jeans, formal. you know what I mean. so, my question is, what do I wear? I want to dress it up cute, like I am not one to add details to an outfit. but I want to look the cutest in the cl. some things you need to know in order to help me. I am petite, im five foot two. its freezing outside, and i dont wanna freeze when i leave school. so points go to the best answer, pictures, pictures, pictures. please keep the outfit under 100 dollars, if not less than that.
