Insurance Settlement Information?

I was in an auto accident with bodily injury. The insurance company is trying to settle with me for $18,500 but I want at least $25,000 all things included. How would I go about making a counter demand to the insurance company? Can I just call and reject their offer or do I have to make a letter? We need to start the negotiating process. Thanks!!
