If a Republican worked under the table and cheated on his Taxes, should they be entitled to receive BP welfare?

I'm of the opinion that anyone who does this should be excluded from ANY benefits until they pay back taxes for what they should've reported. These can be automatically deducted from BP benefits if needed.
