Shock from pilot light?

My hot water is out, The boiler is off, I tried to relight it but doesn't work; just a faint flash and thats it. After a few rounds at trying to get it going again I noticed I kept getting a small shock, more of a tingle like those hand buzzers or shock gags, either way I'm wondering what the deal here is. There doesn't seem to be any exposed wire and it only happens when I push the on to try to ignite the pilot.
